the best way to make a picnic table, in my opinion, is to use treated lumber that way it will be more resistant to the outdoors. being treated will allow it to withstand the normal rainfall and sunlight that you may experience. another tip to help keep the legs from eventually rotting from the inside out is to dip the bottom several inches of the legs into tar. this will completely seal the wood and not allow water in at all. if you prefer to use yellow pine, and want to paint it, seal it with several coats of polyurethane to keep water out. this will not work as well or last as long as treated lumber, but it may look better.
